Scholarships and Tuition Discounts in Turkey: What Actually Exists (2026)

Search for "Turkey scholarship" and you'll meet two kinds of pages: official programs with published rules, and ads promising an award to anyone who fills in a form. This guide covers what actually exists in 2026 — with the real rules, dates and prices — and names, just as clearly, what doesn't.

Route 1: Türkiye Bursları — the government scholarship

Türkiye Bursları (Türkiye Scholarships) is the Turkish state's flagship scholarship program, run by the Presidency for Turks Abroad and Related Communities (YTB). It is the only program in this guide that covers essentially everything — and the only one where the decision is entirely out of your hands, and ours.

What an award includes, per the official program page (accessed 30 Jul 2026):

• Full tuition at the Turkish university you are placed in — placement itself is part of the award; you rank up to 12 university-and-program choices when applying.
• A monthly stipend: 4,500 TL at Associate and Bachelor's level, 6,500 TL at Master's, 9,000 TL at PhD. Merit-track recipients receive double these amounts.
• Housing: dormitory accommodation throughout undergraduate study; graduate scholars are housed for the first year, then receive a monthly housing allowance (6,000 TL in Istanbul and Ankara, 5,000 TL elsewhere).
• One arrival and one departure flight ticket, general health insurance, and a one-year Turkish language course.

The window: once a year, no second round

Applications for 2026 ran 10 January to 20 February, in a single annual round covering associate, Bachelor's, Master's and doctoral levels (official announcement, accessed 30 Jul 2026). There are no extensions and no late submissions. If you're reading this mid-year, your next chance is the following January — which is exactly why we treat Türkiye Bursları as a parallel bet, never as a plan on its own.

How selective it really is

The numbers are public, and they deserve a hard look. YTB reports 121,830 applications from 170 countries in 2024, roughly 5,000 scholarships awarded each year, and nearly 200,000 applications in the 2026 round — a record. That puts the success rate on the order of a few percent. The published entry bar is real too: a minimum academic average of 70% for Bachelor's applicants, 75% for Master's, and 90% for medicine, dentistry and pharmacy, with age limits of under 21, under 30 and under 35 for Bachelor's, Master's and PhD respectively.

None of this means "don't apply". It means apply if your profile is genuinely inside those lines — and never build your only plan on it.

Where we stand — honestly

Türkiye Bursları is a government track that is completely independent of HOMA STUDY. Applying is free at turkiyeburslari.gov.tr, no agency processes it on your behalf, and nobody — including us — can influence the outcome. What we do in consultation is simpler: check whether your grades and age fit the published criteria, and run a partner-university admission in parallel, so that a rejection arriving months later doesn't cost you a year.

Route 2: partner discounts — already applied in our published list

This is the route most of our students actually use, and it works nothing like a scholarship: there is nothing to win and nothing to apply for beyond normal admission. Private partner universities publish an international list price, and under standing partnership agreements they admit students introduced by us at a lower contracted rate. Both numbers sit side by side in our price list — the discount is institutional, fixed for the intake, and already reflected in what you see.

The same mechanism runs through far cheaper programs too: across our 53 partner universities, Bachelor's tuition starts at roughly $1,000–$3,000 a year — from $1,000 at Ankara Science University, $1,400 at Işık University, and $1,950 for social sciences at Istanbul Nişantaşı. Two honest caveats. First, these are standing rates, not per-student negotiations — nobody "unlocks" a deeper secret price, through us or anyone else. Second, rates are set per intake and can change between academic years, which is why every figure on the pricing page carries a verification date.

Route 3: merit and early-registration discounts

Some private universities additionally offer merit awards tied to grades or entrance results, or early-registration reductions in particular intakes. These are real but inconsistent: they vary by university, program and year, and a discount that exists one intake can vanish the next. We deliberately don't print percentages here that could be stale by the time you apply. Where such a reduction is running for your program and intake, it appears in your written offer from the university — and we confirm it during consultation before you commit to anything. What we will never do is quote a merit discount as if it were guaranteed in advance.

What does not exist

Worth stating plainly, because plenty of advertising claims otherwise:

• "Full scholarships for everyone" at private universities. Private universities are tuition-funded. They discount — sometimes deeply, as the table above shows — but they do not run mass full-ride programs.
• Guaranteed scholarships for a fee. Türkiye Bursları cannot be bought, and partner discounts don't need to be — they're already public in our list. Anyone charging money to "secure" a scholarship is selling a decision that was never theirs to make.
• A universal discount percentage. There is no "everyone gets 50%". Every program's rate is its own number, which is exactly why the pricing page lists them individually instead of advertising one headline figure.

Our business model is the reason we can afford to be this blunt: consultation is free for students, and partner universities compensate us when a student we introduce enrolls. We have nothing to sell you except accurate numbers.
