Lowest-cost universities in Turkey (published tuition, 2026)
There is no single "cheapest university in Turkey": it depends on the degree, the major, the teaching language and the currency, and the live table on this page (updated 16 October 2026) shows the lowest annual tuition that the universities in our list in Türkiye and North Cyprus have published to us. In our list, the lowest fees are usually for two-year associate programmes. The table is split by degree (associate, bachelor's and master's) and by currency (US dollars and euros are never mixed); each row links to that university's page, and rows whose quota is full are not shown. The figures are one year's tuition, not the whole degree, and they leave out a language prep year, mandatory health insurance, the residence card fee (964 TL in 2026) and housing. The lowest tuition is not automatically the right choice: check recognition in Iran, the teaching language and the city as well. You pay tuition directly to the university, with the receipt in your own name, and HOMA STUDY's service is free for the student.

How to read the table below
The table below is built from the price lists universities publish to us, and it updates whenever a new list arrives. For each degree (associate, bachelor's and master's) and each currency, it shows the universities with the lowest tuition — and only each university's lowest-cost programme at that level. So if your major is not in the table, that does not mean the university doesn't offer it; the full list of programmes and fees is on the pricing page.
Before you build a family budget on any figure, keep these points in mind:
- Tuition is per year. Each figure is one academic year's tuition, as the university published it to us. For the total, multiply by the length of the programme, and ask the university whether later years stay at the same price.
- The struck-through figure is the price before discount. Some discounts apply only if you pay the whole year at once, or before a set date. Ask the university for the condition in writing before you count on it.
- Dollars and euros are listed separately. Each university quotes tuition in one of the two currencies; we never convert one into the other or put them in the same table, because exchange rates keep moving. Read each table on its own.
- Places are limited. Rows whose quota is full are not shown. Some low tuition rates come with a small quota and can close in the middle of the admission season, so the table you see today may differ next week.
- The teaching language matters. The language column shows whether a programme is taught in Turkish or English. A Turkish-taught programme may need a Turkish prep year (TÖMER) first, and an English-taught one an English prep year; the next section explains what that year adds to the cost.
- North Cyprus rows are labelled. You will see "North Cyprus" under the city name. North Cyprus is not part of Türkiye and has its own residence system, explained further down.
- The university sets the final figure. Each student's final tuition appears in the university's own documents, such as the acceptance letter or invoice, and you pay it directly into the university's account.

Costs the tuition column leaves out
Tuition is only one of the costs of studying. The table below lists the costs that are most often forgotten. To add them all up for the whole degree, see our article on the total cost of a degree in Turkey; for rent, food and transport, see the student living-costs guide.
The prep year can change a budget more than anything else, so look at it closely. If the programme is taught in Turkish and you have no Turkish certificate, the university may send you to its Turkish language centre (TÖMER) for a year first. If the programme is taught in English and your English certificate is not enough, you face an English prep year (hazırlık), and some universities charge a full year's tuition for it — at Fenerbahçe University in Istanbul, for example, the English prep year costs a full year's tuition. A four-year bachelor's can therefore mean five years of tuition.
If a special offer is active right now, its card appears after this section, and each card states exactly what the amount covers and which conditions apply.
| Cost | Paid to | Note |
|---|---|---|
| Annual tuition | The university, directly | The receipt is issued in the student's own name; the figure is in the table above |
| Turkish or English prep year | The university | Only if your language level is not enough; some universities charge the English prep year as a full year's tuition |
| Deposit or advance payment | The university | Some universities ask for one to hold your place; ask whether it is deducted from tuition |
| Residence permit card | The Turkish state, as part of the residence application | 964 TL in 2026; students pay no residence duty, but no nationality is exempt from the card fee |
| Health insurance | State insurance (GSS) or an insurance company | Mandatory; you can choose state GSS cover if you request it within three months. Ask the university's international office from which date those three months are counted |
| Translation, legalisation and diploma equivalence (denklik) | Translators and the certifying authorities | Needed to enrol, and the university tells you exactly which documents it wants; the cost depends on how many documents you have |
| Dormitory or rent, and living costs | The dormitory or landlord | Varies by city; rent in Istanbul is usually higher than in smaller cities |
| HOMA STUDY's service | — | Free for the student; the university pays our fee |
Associate degree: the shortest on-campus route
An associate degree (ön lisans) in Türkiye takes two years and is usually taught at the university's own vocational school (meslek yüksekokulu). In our list, the lowest annual fees usually belong to associate rows, and because the programme lasts two years, the total for the whole degree is lower too. If you are on a tight budget and want a university qualification sooner, or a practical skill, it is a short, low-cost route.
An associate degree is still on-campus study. An on-campus associate student at a licensed university in Türkiye can apply for a student residence permit under article 38 of Law No. 6458, on the same terms as a bachelor's student: you must stay an active student, and universities report inactive students to the migration authority; Göç İdaresi (the migration authority) decides on the permit; and work is possible only with a separate work permit and only after the first year. The law sets no upper age limit for a student permit.
Routes that may look cheaper give no student permit: open education (açıköğretim), distance programmes and special-student status (özel öğrenci). A Turkish language course on its own is not a student permit either; it gives a short-term permit at most twice, and only to someone who entered Türkiye on a study or language-course visa. So an Iranian who entered visa-free cannot use that route.
Two more things to know before you choose. Moving on from an associate degree to a bachelor's is not automatic; the receiving university sets the conditions. And recognition of an associate degree in Iran, like any other degree, is assessed separately, case by case. If residence is your main goal, read our student residence page first: the permit lasts only while you study, student years count only at half toward the 8-year long-term permit, and student residence does not count toward citizenship.
North Cyprus rows: a different place, a different permit
Some rows in the table belong to universities in North Cyprus and carry a "North Cyprus" label under the city name. Some of them have low tuition, but before you compare them with Türkiye, know that North Cyprus is not part of Türkiye and has its own higher-education system and its own residence rules.
Universities in North Cyprus operate under North Cyprus's own higher-education council (YÖDAK). Student residence there is issued by the North Cyprus Ministry of Interior through its own system and conditions, and it is not Turkish residence: it gives you no right to live in Türkiye, and Turkish Law No. 6458 does not cover it. The status of these universities' degrees in Iran is also checked separately, university by university.
If your goal is simply to study for less, North Cyprus can be a serious option; if you want to live in Türkiye, look at the Türkiye rows. Our guide to studying in North Cyprus has more detail.
The lowest tuition is not always the right choice
The table above is a good place to start, not to finish. Low tuition only helps if everything else fits your goal too. Before you decide, weigh these:
- Recognition in Iran. If you plan to work or study further in Iran, check the university and the programme with Iran's Ministry of Science or Ministry of Health. A YÖK listing means the degree is official in Türkiye, not that Iran accepts it automatically.
- Language. At some universities the Turkish-taught version of a major costs less than the English-taught one, but you will need university-level Turkish. If you don't have Turkish or English yet, count the prep year in both your timeline and your budget.
- City. Rent and living costs vary a lot from city to city. Lower tuition in an expensive city can add up to more over the whole degree than higher tuition in a cheaper one.
- Major. The table shows only each university's lowest-cost programme. The major you actually want may cost more.
- The university itself. Make sure a university in Türkiye is on YÖK's official list (and a North Cyprus university is accredited by YÖDAK), and that the programme is on-campus, not open or distance education.
- Payment. Pay tuition only directly into the university's official account, and get a receipt in the student's own name. Your tuition never passes through us.
Ask us for a list that fits you
If you'd rather not go through hundreds of price rows yourself, send us your grades, intended major, language and budget. From the more than fifty private universities we can reach through official agency agreements, we prepare a short list of low-cost programmes that fit you — with the teaching language, whether you will need a prep year, and what you should know about each university before you decide.
This service is free for the student. The university pays our fee, and you pay tuition directly to the university, with a receipt in your own name. HOMA STUDY is a new company, founded by Homa Yaghoubian, and our team brings more than eight years of experience inside the education system.
Frequently asked questions
Which is the cheapest university in Turkey?
There is no single answer, because it depends on the degree, the major, the teaching language and the currency of the tuition. The table on this page shows the lowest annual tuition published in our list for each degree and each currency, and it updates when universities send a new price list; in our list, the lowest fees are usually for associate programmes. For your own major, see the pricing page, or ask us to send you a list of low-cost programmes that fit you, free of charge.
Are the fees in the table per year or for the whole degree?
Per year. Each figure is one academic year's tuition, as the university published it to us. For the total, multiply by the length of the programme (two years for an associate degree, usually four for a bachelor's), add a language prep year if you need one, and ask the university whether tuition changes in later years.
Why do some fees have a struck-through figure next to them?
The struck-through figure is the tuition before discount, and the bold one is the tuition after discount. Some discounts come with conditions — for example, paying the whole year at once or before a set date. The university states the condition and the final figure in its own documents, such as the acceptance letter or invoice; see it in writing before you plan around it.
Can I hold a Turkish student residence permit if I enrol in one of these low-cost programmes?
If the programme is on-campus and the university is in Türkiye and on YÖK's list, yes, you can apply: associate, bachelor's and master's students all fall under article 38 of Law No. 6458. You file the application yourself on e-ikamet, where appointments are free; Göç İdaresi (the migration authority) decides, not the university and not us, and it has authorised no intermediary firm. Students pay no residence duty, only the card fee (964 TL in 2026) and health insurance. The permit is valid only while you remain an active student; open and distance education do not qualify, and North Cyprus rows give no Turkish residence.
Is a North Cyprus student permit the same as Turkish residence?
No. North Cyprus has a separate residence system, and its student permits are issued by the North Cyprus Ministry of Interior. That permit is not Turkish residence and gives no right to live in Türkiye. If living in Türkiye matters to you, compare the Türkiye rows with each other.
Do I have to speak Turkish for the low-cost programmes?
Not necessarily. The language column in the table shows which rows are taught in Turkish and which in English. If the programme is Turkish-taught and you have no Turkish certificate, the university may send you to a Turkish language course (TÖMER) for a year; because you are an enrolled university student, your residence application is still assessed as a student permit during that year. For an English-taught programme without a sufficient English certificate, you face an English prep year, which some universities charge as a full year's tuition. Ask the university how long that year lasts and what it costs before you enrol.
Are degrees from low-cost Turkish universities recognised in Iran?
Low tuition on its own says nothing about recognition. A YÖK listing means the degree is official in Türkiye; whether Iran accepts it is assessed separately, case by case, by the Ministry of Science or the Ministry of Health. Before you commit to anything, we check the current status of the university and programme you want with you, and that check is free as well.
Can I work on a student permit to cover part of my costs?
Only with a separate work permit; the student permit itself does not allow work. Under article 41 of Law No. 6458, associate and bachelor's students can apply for a work permit only once their first year of study is over. Plan your budget so you can finish the degree without income from work.
How much does HOMA STUDY's service cost?
It is free for the student; the university pays our fee. You pay tuition directly into the university's account, and the receipt is issued in your own name; no part of your tuition passes through us.
