Turkish student residence: living in Türkiye legally by genuinely enrolling at a university

Short answer (checked 16 October 2026): the legal way to live in Türkiye through study is to be admitted to and register on an on-campus associate, bachelor's, master's or doctoral programme at a Turkish university, then apply yourself for a student residence permit (Law No. 6458, article 38). Iranian ordinary passports are visa-exempt for up to 90 days; within that time you enrol, file your application on the official e-ikamet system and hand your documents to the university's international office. Göç İdaresi, Türkiye's migration authority, decides within 90 days at most. Students pay no residence duty, only the card fee (964 TL in 2026) and mandatory health insurance. The permit lasts only while you remain an active student: open and distance enrolment does not qualify, parents get no residence through a student, a spouse and children can apply only after one year and with proof of income, and student residence does not count toward citizenship. HOMA STUDY's guidance is free for the student.

What is a Turkish student residence permit?

A student residence permit (öğrenci ikamet izni) is the permit Türkiye issues to foreigners studying for an associate, bachelor's, master's or doctoral degree at a Turkish university (Law No. 6458, article 38). The study itself is the basis of the permit: first admission and enrolment, then the residence application.

If you are looking for Turkish residency through study, this route has clear rules. It rests on genuine enrolment, not on buying property or investing, and students pay no residence duty. The commitment is just as real: you attend classes, pay each year's tuition and stay an active student the whole time. If the goal is only the card and not the degree, this route will not serve you, and we do not offer it that way.

The current offer cards below, including the Fenerbahçe University bachelor's offer in Istanbul, show each offer's tuition and what it includes. Tuition is always paid directly into the university's own account, and the receipt is issued in your name.

Who qualifies for a student residence permit?

There is one core condition: enrolment in an on-campus (örgün) programme at a university in Türkiye that is on the official list. The details below come from Law No. 6458 and the migration authority's FAQ.

  • Qualifies: on-campus associate, bachelor's, master's and doctoral students. Medical and dental specialty training (TUS and DUS) is treated the same way.
  • Does not qualify: open education (açıköğretim), distance or online education (uzaktan) and special or guest student status (özel öğrenci). None of these gives a student permit.
  • A Turkish language course on its own: no student permit. It can be the basis of a short-term permit at most twice (article 31), and according to the migration authority only for someone who entered Türkiye on a study or language-course visa, so an Iranian who entered visa-free cannot use it. If you are enrolled at a university and it sends you to its language centre (TÖMER) for a language year, your permit is a student permit.
  • Age: the law sets no upper age limit. If you meet the programme's admission requirements (for a bachelor's, a school diploma and its Turkish equivalence) and study on campus, the same rules apply to you at any age.
  • The university: it must appear on the list of Türkiye's Council of Higher Education (YÖK). Fenerbahçe University, a foundation (private) university in the Ataşehir district of Istanbul, is on that list.

Student, tourist or family residence: how they compare

Iranian families often weigh these three permits against each other, but Law No. 6458 gives each its own basis and conditions. The last column shows how much each year on each permit counts toward the eight years of continuous residence needed for a long-term residence permit (article 28(2) and article 42).

“In full” does not mean easier. Every permit has its own conditions and grounds for refusal, and the migration authority decides every file. Student residence suits someone who genuinely wants to study: for them it has a clear legal basis and no residence duty.

What student residence in Türkiye costs

Think of the cost in two parts: the permit itself, which is small, and the study, which is the main cost and repeats every year. Tuition changes often, so we show the figures straight from the site's current list: each offer's price is on the current offer cards, and the table of the lowest published tuition comes right after this section.

  • Residence duty (harç): none. Students at Turkish universities are exempt.
  • Residence card fee: 964 TL for 2026, from the migration authority's official fee table. Every foreigner pays it; no nationality is exempt.
  • Health insurance: mandatory. If you apply for Türkiye's general health insurance (GSS) within 3 months, a private policy is not requested with your residence application. Official sources count those 3 months from different starting points (the start of the academic year in one, first registration in another), so to be safe, count from whichever comes first. Without GSS, private insurance must cover the whole period you apply for.
  • Diploma equivalence (Denklik) and document certification: for associate and bachelor's programmes, your Iranian diploma needs an equivalence certificate from Türkiye's Ministry of National Education. Iran is not part of the Apostille Convention, so your diploma and transcripts go through consular attestation: an official translation, certification by the Iranian authorities and then by a Turkish embassy or consulate. Budget separately for translation and certification.
  • Language preparation year (hazırlık): most of Fenerbahçe University's bachelor's majors are taught in Turkish, so if you do not speak Turkish you will probably need a Turkish language year first, at extra cost. English-taught majors begin with an English preparation year unless an exam score or certificate exempts you, and FBU's fee page sets that year's fee equal to a year of the programme's tuition. Count it in both the length of study and the total cost.
  • Budget for the whole degree, not just the first year: the permit is renewed only if you register and pay tuition every year. Before you pay anything, ask what the later years cost and what the price leaves out.
  • Other costs: housing (dormitory or rental), photos, notary fees for a rental contract or undertaking, and living costs. These vary by city, and we do not invent figures for them.

Step by step: from visa-free entry to your residence card

The order for an Iranian ordinary passport holder, based on the migration authority's 2026 guidance. Our advice: finish in your first month, not your third. Each document takes a few days, and appointments fill up at the start of term.

  • 1. Before you travel: get your university admission letter, and translate and certify your diploma, transcripts and identity documents. The diploma-equivalence (Denklik) application can start at a Turkish embassy or, after arrival, at a provincial directorate of the Ministry of National Education (İl Milli Eğitim).
  • 2. Entry: Iranian ordinary passports are visa-exempt for up to 90 days. Those days run from the day you enter and are your window to enrol and apply.
  • 3. Enrolment: pay tuition directly into the university's account, complete registration and get your student certificate (öğrenci belgesi).
  • 4. Insurance and address: apply for GSS or buy private insurance, and prepare proof of address, such as a dormitory letter or a notarised rental contract. Before signing a lease, ask whether the neighbourhood is open for foreigners' address registration; in recent years the Ministry of Interior has closed some neighbourhoods to new foreign registrations, and the list changes.
  • 5. Apply on e-ikamet: before your legal stay ends, file the application yourself on the official e-ikamet.goc.gov.tr system and pay the card fee. Appointments are free.
  • 6. Hand in the documents: under the YÖK–migration authority protocol, you hand your documents to your own university's international office.
  • 7. Wait for the decision: the migration authority decides within 90 days at most. Keep your application document; it proves your legal stay until the decision. The migration authority's FAQ allows short trips abroad during this time (up to 15 days each), but Fenerbahçe University advises its students to stay in Türkiye until the decision.
  • 8. After the card: register your address with the civil registry office (nüfus müdürlüğü) within 20 working days of receiving the card.

Family: spouse and children yes, parents no

Student residence opens only a narrow door for family, and not from day one.

Parents and other relatives: article 38(3) of the law is explicit; a student permit gives the student's parents and other relatives no right to a residence permit. Iranian parents can visit visa-free for up to 90 days.

Spouse and children: the student can sponsor a family residence permit for a spouse and children, but only once the student meets the article 35 conditions listed below. A family permit never lasts longer than the student's own permit (article 34), and a child on a family permit can attend school until 18 without a separate student permit. In the first year, a spouse and children either need a basis of their own (for example, the spouse genuinely enrolling at a university too) or can come only as visitors for up to 90 days.

  • The student has lived in Türkiye on a residence permit for at least one year.
  • Total monthly income is at least the Turkish minimum wage, and at least one third of it per family member.
  • Health insurance covers every family member, and the housing suits the size of the family.
  • The student has a registered address and no conviction for offences against the family in the last five years.
  • Both spouses are at least 18.

Limits: what student residence is not

Know these boundaries before you decide. Each one is written into Turkish law or official regulation.

  • Not a citizenship route. Under article 16 of the regulation implementing Türkiye's Citizenship Law, a citizenship application is not accepted from someone whose residence in Türkiye is for study, tourism or accompanying a child who studies. Student residence does not count toward citizenship.
  • Half count toward long-term residence. Long-term residence requires eight years of continuous residence, and each year on a student permit counts as half a year, so a four-year bachelor's fills only two of those eight years.
  • Only for an active student. If you do not register for the term, you withdraw, or the permit is found to be used for something other than study, it is cancelled or not renewed (article 40). Under the YÖK–migration authority protocol of 15 November 2023, universities report passive students to the migration authority.
  • Not a work permit. Work needs a separate work permit, and associate and bachelor's students can work only after their first year (article 41).
  • North Cyprus is separate. Universities in North Cyprus (KKTC) operate under their own student permit system, and that permit gives no right to live in Türkiye.
  • On campus only. Open or distance enrolment, or an enrolment that exists only on paper, is not a basis for a student permit.

What HOMA STUDY does, and what it does not

HOMA STUDY is a new startup. Our team has more than 8 years of experience inside the education system, and we have access to more than fifty private universities through official agency agreements. Our service is free for the student: the university pays our fee, not you. You pay tuition directly into the university's account and the receipt is issued in your name.

What we do for you, and the lines we keep:

  • Choosing an on-campus programme and university that fit your goal, budget and language, and following up until the admission letter is issued.
  • Preparing the enrolment file: the list of translations and certifications, and the diploma-equivalence (Denklik) application.
  • Guiding your e-ikamet file: which insurance, which proof of address, and exactly where each deadline falls in your first term.
  • You file the residence application personally, and the decision belongs to Göç İdaresi alone.
  • Göç İdaresi has authorised no intermediary firm. We are not an authorised intermediary either, we never sell appointments and we make no promise about the outcome; e-ikamet appointments are free.
  • We never prepare or accept a paper-only enrolment, a fake address document or a forged insurance policy.

Frequently asked questions

Can adults get Turkish residence through study? Is there an age limit?

Yes. Law No. 6458 sets no upper age limit for the student permit. The condition is admission to, and enrolment in, an on-campus university programme: you must meet that programme's admission requirements (for a bachelor's, a school diploma and its equivalence) and attend classes like any other student. Your age does not change the rules, and it does not lighten the commitment to study.

Can my spouse and children come with me to Türkiye?

To visit, yes: Iranians are visa-exempt for up to 90 days. For a family residence permit, only after you have lived in Türkiye on a residence permit for at least one year, and only if your total monthly income is at least the Turkish minimum wage (and at least one third of it per family member), everyone has health insurance and the housing is suitable (article 35). A family permit never lasts longer than your own permit.

Can my parents get residence through my student permit?

No. Article 38(3) of Law No. 6458 states that a student permit gives the student's parents and other relatives no right to a residence permit. Iranian parents can visit visa-free for up to 90 days. The citizenship regulation also does not accept residence for accompanying a studying child as a basis for a citizenship application.

How much does student residence in Türkiye cost?

The permit itself is inexpensive: students pay no residence duty, only the card fee, which is 964 TL for 2026. Health insurance is mandatory too: GSS if you apply within 3 months, otherwise private insurance. The main cost is tuition, paid every year; see the current offer cards and the table of the lowest published tuition on this page. Budget separately for translation and certification, diploma equivalence, a language preparation year if you need one, housing and living costs.

What is the cheapest way to get Turkish residence through study?

We do not call any route the cheapest, because the real cost depends on your programme, city and length of study. What we can say: with student residence the permit itself costs little (no residence duty, only the card fee and insurance), and the main cost is tuition for every year of the degree, plus a language preparation year if you need one. So compare the cost of the whole degree, not just the first year, and choose a programme you genuinely want to study; if you drop out, the permit goes too. The table of the lowest published tuition in our list and the current offer cards on this page are a good place to start comparing.

How is the permit renewed, and what happens after graduation?

While you remain an active student, you renew on e-ikamet before the permit expires; if your studies run past the normal length, renewals are year by year. A change of faculty or university within the same city must be reported within 20 days, and if you transfer to a university in another city, you must file a new application within 10 days. After graduation, if you apply within six months, you can apply once for a short-term permit of up to one year (article 31).

What happens if I stop studying or do not register for the next term?

Your status in the university system becomes passive. Under the YÖK–migration authority protocol, the university reports passive students to the migration authority, and the student permit is cancelled or not renewed (article 40). From then on you need another legal basis to stay, or you must leave Türkiye; staying without a valid permit brings fines and can end in an entry ban. That is why we offer this route only to people who genuinely intend to study.

Can I work in Türkiye on a student permit?

Only with a separate work permit; the student permit itself is not permission to work. Associate and bachelor's students can work only after their first year, while master's and doctoral students have no first-year wait (article 41). Do not build your study budget on earnings from work in Türkiye.

Does student residence lead to citizenship or long-term residence?

Student residence is not a citizenship route: under article 16 of the regulation implementing the Citizenship Law, a citizenship application is not accepted from someone whose residence in Türkiye is for study, so it does not count toward citizenship. Long-term residence needs eight years of continuous residence, and each year of study counts as half a year; a four-year bachelor's is two of those eight years. If citizenship is your main goal, this page is not your answer, and you should consult a lawyer who specialises in Turkish law on foreigners.

Is a North Cyprus student permit the same as Turkish residence?

No. North Cyprus (KKTC) runs its own student permit system, and Türkiye's Law No. 6458 does not apply to it. A North Cyprus student permit gives no right to live in Türkiye. If your goal is to live in Türkiye, the university must be in Türkiye too.

Does open education (açıköğretim) or a distance programme give residence?

No. According to the migration authority's FAQ, open education, distance education and special-student status (özel öğrenci) do not give a student permit. Only an on-campus associate, bachelor's, master's or doctoral programme is a basis for it. Anyone offering “residence through an online enrolment” is selling something the law does not recognise.

What does HOMA STUDY charge for student residence? Can you get the permit for me?

Our service is free for the student; the university pays our fee. But no company can obtain the permit for you: you file the application yourself on the official e-ikamet system, and the decision belongs to Göç İdaresi alone, which has authorised no intermediary. Our work is admission, the enrolment documents and step-by-step guidance on your file; we never sell appointments and we make no promise about the outcome.
